Most Cobras even basic troopers have an ability to fly the Fang helicopter, however the Fang Mk II proved to be a bit too complex, and a new division of Cobra pilot was formed. They are well versed in it's operation and maintenance. Many have specialized training suited towards specific environments, as well as tactical training in the usage of close air support which is the primary function of the Fang Mk II.
