When Cobra Commander heard the news that the Joker escaped Arkham Asylum, he sent a squad of Vipers to kidnap him. Not to acquire his services. Not this time. Cobra Commander wants to settle some score with the Clown Prince of Crime for what he did with Cobra during their first encounter. The Vipers was able to track down Joker's new hideout. But it was Harley Quinn, Joker's lover who was waiting for them. The Vipers didn't want the tea that Harley served them, so Harley realized they just wanted to be clobbered. But Harley's too tired to beat them at the moment so she just set off a bomb and blown the Vipers into smithereens.
