Longarm was the second in command of the C.O.P.S. squad behind Bulletproof. He was already a member of the Empire City Police force before BP Vess created the COPS squad. His power cuff was used to capture even the toughest of Big Boss' Crooks.

Longarm was always my personal favorite of the COPS.
