He is known by many names...Billy, William Kettner, Will Cobray, but the name he has chosen for himself along with his newly discovered true role and rank in Cobra is the most telling...General William D'Evil!

Billy has been known as a character in the Joeverse since the comics of the eighties, but he has never been portrayed as who he really is. A snake in the grass that did not truly slither very far from his father. Billy has portrayed himself many times as an innocent victim of his father, but in actuality most of the time he has been his father's most loyal subject always feeding information back to his father to help foil the Joes, or at least let his dear old dad escape to fight another day.

His cover was only recently blown when an unnamed 6 man Joe assault team recently got behind the defenses of Cobra island and tapped into the deepest of hidden files on the Cobra mainframes, and the Commander's personal files. It is now believed that some of the Joes most tragic losses have been due to misinformation fed to them by Billy or by him relaying intel back to the Commander. Either way, finally the truth is now known.

Note: Billy's patch switched sides on his Cobra Roster file. It is now believed that his facial wounds were superficial, and the eye patch was meant to hide some of his features,and earn him sympathies from Joes, but neither eye was damaged. His leg however was lost, and he can be seen walking with a cane that doubles as a sword sheath from time to time.
