If there is one thing Cobra likes, it is civil unrest. Just as long as it isn't on Cobra Island or anywhere near Cobra Commander. When crowds get restless and need to be reminded of their place in the world, the PEST Vipers swoop in and quickly subdue the masses. They are culled from the Cobra Shock Troopers and given Air Trooper training. That is if being thrown out of a plane with a jet pack strapped to their back in the middle of night and surviving can be considered "training".

This custom was created during the GIJCC customizing class put on by Hasbro. I loved all of these individual parts and tried to make the most playable custom out of them. Big thanks to Tankster for the idea of the shot up and cracked Shock Trooper shield.
