Cobra's Naval forces are very lack luster and don't have any real prominent characters besides Copperhead. I wanted to correct this by giving Cobra a new flashy Naval officer. The name River Jack is a type of colorful water snake. I found that to be suitable for this custom. In my head he acts like a cross between Shipwreck and The Joker.
