One of the central story lines from the early years of my EXCAL story, involved a handful of former Joes captured by MEDUSA, and held captive on Cobra Island, which by then had been converted to a prison compound.

Stalker was one of the prisoners, and his presence there, along with Scarlett, prompted the Joes to get heavily involved with forcing an unauthorized rescue. The rescue was a success, but EXCAL's use of unauthorized force against what was still, at that time, recognized as an autonomous nation, resulted in the loss of U.S. Sponsorship of the organization.
