Rampage is the newest leader of GI JOE. He is also the quickest draw in the west, east, north, and south. Basically wherever he goes, there's no one quicker at drawing a weapon. Rampage is also known for his incredible physical and mental strength which is why he was able to rise through the ranks of GI Joe quicker than anyone else ever has. Of course, he did earn the name Rampage for a reason...He often leaves enemy forces lying in ruins and destruction.
