Character/Design:
Director Medina was a character in the Devil's Due continuity. My exposure to the character is limited to reading The Rise of the Red Shadows, but from what I can tell, she was some sort of civilian director responsible for the GI Joe team. Perhaps a bureaucrat from the Department of Defense?
The inference that she's a civilian is based on her non-military dress attire. In one episode she was mocked for "dressing like a soldier", but the art didn't make it clear if she was supposed to be wearing a military uniform or just civilian clothing that roughly mimicked the look of a dress uniform. The art was otherwise good, but the artist didn't bother to do any reference for uniforms so it was hard to tell what was what.
I've roughly captured a business dress look using mostly Star Wars parts. The parts create a dress look over an athletic build. It's a low POA figure, but for a character whose main purpose was to stand around in briefings and feed expository information to the reader, it fits.
Colors & Paints:
A light pink blouse over slate capris and black boots. Simple and un-military.
