Belle Starr is an original character. She is meant to be a retcon Joe who pilots the Locust helicopter. Not only is she a retcon Joe, but she is also a member of a retcon sub-team. In this case, Belle Starr is a member of the Wild Bunch...a close-knit group of helicopter pilots led by Wild Bill. Rounding out the group are members Lift-Ticket and another retcon character Vaquero (who pilots the 1994 Razor Blade helicopter).

Besides being helicopter pilots, members of the Wild Bunch are aficionados of the American Frontier and the Wild West. The call sign "Belle Starr" comes from real life outlaw Myra Maybelle Shirley Reed Starr, an associate of the famous James-Younger gang.

G.I. Joe member Belle Starr is boisterous and energetic and chatters constantly on the comms. She regales her Wild Bunch teammates with tall tales and stories of her misspent youth. Belle's Locust helicopter is extremely nimble allowing her to engage Cobra aggressively and she never passes up the chance to charge headlong into the fray.
