A calculus professor at MIT, Dr. Atticus Newton was able to participate in the theoretical development of an AI project titled Cognition. When the group of five received stolen B.A.T. plans from Cobra, they were stunned at how advanced they were. Newton worked on the spatial calculations for the robot, bringing it beyond the initial B.A.T. designs. When Project Cognition became funded by G.I. Joe, he and his colleagues were accepted into the Mega Marines program, dedicated to combating the B.A.T. menace.

Newton was given an experimental suit that charges a laser rifle which he helped to design. Though his eyesight is poor, the helmet he was given improves it well beyond 20/20, gives him zooming and focus capabilities, and allows him to breath under water or in gassed environments. He is a member of the seven man Mega Marine group, headed by Salvo.

In the Battle of Venezuela, Cog was severely injured by a blast from a BAT Dismantler. The Mega Marine crew has temporarily retired to the basement of MIT in order to fix their seventh team member. Though Cog is not viewed well by most on the Joe team due to the B.A.T.'s destruction in Venezuela, every member of the Mega Marine project views him as a brother and a friend.
