After the first Super Trooper Paul Latimer quit, the Army decided that G. I Joe didn't need another one. Years passed and G. I. Joe disbanded. After Cobra reared its ugly head yet again and the worries of 9-11, the Army needed an alternative from the typical. Sure, they had G. I Joe and they had a highly trained military...but they needed more. Enter James Ouio. James joined the Marines when he was 18 and was sent to Iraq. He was not there long when he got caught in heavy fire when some insurgents attacked his base camp. James took out 5 guys before falling to a bullet to the chest. (He wasn't wearing his body armor.)

James was sent back to the States, back to his home in Hawaii to recover. He was so angry that he was determined to change things in the military by designing new armor. He went to the DOD and explained his ideas to them. When they got rejected, James would not be beaten. He went his uncle who was rich from his fishing business and asked him to finance his dream. His uncle did and he built an armor that was not only bullet proof, but could keep him cool in the desert and warm in the arctic. It also can turn "invisible" and can reflect a laser. It's quiet and can enhance his strength by 10%. it's also waterproof.

James' ultimate test was breaking into the PIT, which he was able to do without a hitch until Snake Eyes kicked him in the back of the head. When he awoke, he applied to the Joe team and was accepted. He goes by the code name Super Trooper in honor of the first Super Trooper. Since the kick in the head, he figured how to generate a low level "force field" made by electromagnetism. So now, a kick in the head will feel like a mosquito bite.
