Somewhat of a prodigy, Shana M. O'Hara started training in martial arts before she could walk, she graduated summa cum laude from a prestigious university at age 12 and is fluent in more then a dozen languages. When she was old enough she joined the CIA, there she was first given a Cross Bow, which eventually becomes her weapon of choice.

While working with her father in Atlanta, Georgia, he receives a mysterious package and is killed by the poisonous contents. The virus is revealed to be Omega Black. Through the Center for Disease Control, O'Hara is brought into contact with GI JOE. She joins under the call sign - SCARLETT (named after the Gone With The Wind character)

It is Scarlett who discovers that Duke is a traitor. In the end she puts an quarrel in his back.
