C.C. saw all the money Voodoo was making and set him up , unbenownest to Voodoo. Drug smuggling, ivory trading , exotic animal trading . All that finally caught up to Voodoo when G.I.Joe caught him. In exchange for his service and a portion of the profits , Cobra busted him out of prison.
