Hex is your typical NSA code guy. Unremarkable time at MIT, graduated middle of his class, didn't really call out to any of the recruiters from the private sector, good enough grab the attention of the NSA. Unremarkable but solid history breaking codes at the NSA. Kept mostly to himself.

When Hawk requested a liaison from the NSA to help them work out encrypted data going to and from Cobra Island, Hex's supervisor volunteered him, partially to get him off his desk, and partially in the hopes it would light a fire in him and push him toward some unseen potential.

Light a fire it did.
