To help guard Cobra Commander in a high density area, standard Cobra Troopers aren't quite enough. The Parade Dress Division are outfitted with a malleable Kevlar that stops small arms fire and slows blade attacks. Add to that the half mask that may look stylish but gives constant electronic threat assessments and you have a class of soldiers who are quite efficient at guard duty. Even if they are too expensive for the field, they make a great recruitment tactic.
