The original Red Laser drove the Laser Exterminator, a repaint of the HAL, and was a repaint himself, of Cobra Commander. I used the pieces of Cobra Commander that I liked, but with different waist and legs. Being in possession of a Cobra Commander helmet from Shipwreck, I wanted to 'unmask' the character, rather like I did with Red Vulture. The only problem was that I had no head that had a Japanese look, so I settled for hiding the actual face with a mask beneath a mask (rather like Cobra Commander in Devil's Due issue 25). I added a note to his bio to justify this new look.
