Billy was an interesting Character in the comics. The wayward son of Cobra Commander. He had been Blown up then trained by Storm Shadow.. Later he is seen as a full on Ninja ready to take out Cobra Commander.
No big mods on this figure. Mostly all paint and accessories. I would have like to have made his leg look bionic but the parts didn't fit very well.
