I envisioned this as a place for S.E.A.L. teams to launch their operations from, or to re-arm and re-supply with out having to go all the way back to land or to a ship.

These platforms could also be placed around key ports or just off shore to protect a coastline. They are transported into location by being slung underneath a large helicopter and dropped into place.
