This is a GI Joe Classified Series COIL motorcycle. It originally came with the Baroness. It has been primed, painted and sealed in the style of the Silver Mirage, which was first released in 1985

While this example of the Silver Mirage is not equipped with the sidecar and 10-round mortar launcher associated with the platform, it still packs formidable performance in a sleek and maneuverable package. GI Joe team members often develop a fondness for particular vehicles and a motorcycle is an especially personal mode of transportation. It is believed this bike has been used by Snake Eyes, although the existence of this individual remains highly classified.
