In the Cold War, Scalpel was a secret agent working for the American Government. He deactivated Soviet satellites. Upon joining the American Government, his death was reported in the town he grew up in after his crashed car was found with a dead body in it. In fact this was a fake. Once the Cold War ended he had no purpose. The USA controlled Space. Then Cobra offered him a job deactivating American Satellites. He accepted. Now, whenever a spy satellite flies over a Cobra Base a rocket is sent up with him in it. He then removes the images of the base and places instead images of a G.I. Joe prisoner being tortured to death, and a warning to change the satellite route.
