Destro was never particularly fond of Zartan or his clan, but he was always aware of their uses. As such, he contracted Zandar for the assassination of the Haitian Prime Minister, who had cancelled their deal to supply the Haitian navy. The hit went terribly wrong, and Destro put the clan into indentured servitude. He sent Zandar to the Mindbender labs to be used in the Doctor's genetic experimentation. Naturally, Zartan tried to intervene. When diplomacy failed, he broke into the labs to free his brother, and walked right into a trap. With the brother's already unique DNA, Mindbender went a little crazy and before all was said and done, Zandar had been absorbed into Zartan, who himself was grotesquely mutated. Along with Zandar's arms, he sprouted a third pair of arms, reptilian in appearance. He also Needs frequent injections of Mindbender's formula directly into several parts of his body.

His potential for research exhausted, Zartan now lurks about the musty attics and crawl spaces of Castle Destro, biding his time as the official bell ringer for the royal palace, all the while plotting his revenge.

This was admittedly pretty ambitious, and I may have tried to cram too much stuff into it. I had wanted to use that head as Zartan for a long time, and I thought this would be a good opportunity to give it a shot. The arms were an idea I had when I got the Bossk parts in a trade, and I really like the look of them, though with the backpack and hoses, it did get to be a bit much back there. Needless to say, this guy was a major pain to assemble.
