Police Detective Rosa Delgado was born and raised in The Bronxs, after high school, she joined the Marines for a four year tour, after which she attend NYU with a major in criminal justice and minor in psych.

After graduation, she was thinking about going into law, but found her intership too boring, and turned to law enforcement, where she quickly rose through the ranks, becoming a detective in record time, she crossed paths witht joes when Snake Eyes and Firefly were fighting on the number 7 express subway. She was approached by GI Joe, crossing paths with the Joes a few times after busting a few Drednok gangs in the city, she was offered a postion as the Joe Liason in NYC.
