Donald Summit was a helicopter mechanic for the U.S. Army. While off-duty, he liked to tinker with spare parts, hoping to invent something that would make him a millionaire. He created what he thought was the ultimate weapon for the Army, the Air Raider Helicopter Pack. However, after seeing a demonstration of the pack, Army heads decided against ordering the weapon. Infuriated, Summit turned the craft on the Army heads and mowed them down. He took his invention to Cobra, who embraced it, and him, whole-heartedly.

I found out why you shouldn't use cheap paint, it's like painting with water colors. I went back over it with Tamiya paints and made it look better, but it could still use some work. All of the parts worked well together, except for the Nemesis Enforcer legs. They don't go with anything else in the Joe Universe, but I finally figured out a paint scheme that "made them less noticable" and I'm happy the results.
