The 220-mm rocket launcher is mounted on a ZIL-1 35 8x8 truck chassis. Launch tubes are arranged in three banks, 2 side banks with 6 tubes each and a middle bank of 2 tubes. Essentially a scaled-up version of the BM-21, the 9P220 use many of the same design features.

The Russian MRL system, with rocket projectiles of 220mm in caliber, boasts a firing range of up to 50 km which greatly exceeds the ranges of earlier Soviet heavy rocket launchers. The 9P220 fires rockets with high-explosive fragmentation, chemical, and scatter able-mine submunition warheads. The maximum rate of fire for the 9P220 is approximately one round per second. Reloading the launcher with a second set of 14 rockets takes up to 20 minutes. The entire tube box is removed and replaced with a full box. Improved Night Opticals and laser range finders are some of the improvements made to the 9P220.

The 9P140 cab has a blast shield that is lowered during firing. The vehicle is stabilized during firing by two auto stabilizing hydraulic jacks located between the 3d and 4th sets of axles. A spare tire is located on the passenger side of the cab and has removable blast cover. The launcher has electrically powered traversing and elevating mechanisms. During travel, the launcher assembly is oriented forward and a canvass tarp cover over the muzzle ends of the tubes prevents foreign material from entering the tubes. This is a safety feature that is designed for travel when loaded.

The launch vehicle is complemented by a reload vehicle, based on the ZIL-1 35 chassis. It is a flatbed vehicle carrying two completely loaded launcher boxes. A loading device used to transfer the rockets from the reload vehicle to the launcher is mounted on a towed trailer.

The 9P220 will replace the 122-mm BM-21 in the rocket launcher brigade in Front- Level Artillery Divisions and in the Rocket launcher Regiment at Army level. However, it was not known when all the final modifications and improvements will be completed and when the vehicle put into active duty service.

I used parts from 2 APCs for the hull and cab of the vehicle. The launcher box was scratch built from plastic for sale signs. The elevation hydraulics are dowel rods with coat hanger wire hinges. The body and launcher box were reinforced with styrene (Plastruct ) strips. The launcher vents are Plastruct 1/24 scale staircase. Other details include parts from various Star Wars toys for the hydraulic system and a brush guard from The Corps! HMMW-V. Interior details include a steering wheel from The Corps! Truck, a gunners station from the Robotix Toy line, a first aid kit and fire extinguisher from the Soldier force line, and personal weapons from 21st Century Toys Vietnam series, and a backpack from Power Team Elite. The decals are From CAM.
