Chatter loves to tinker and modify his equipment when ever his is back at base. He is always finding ways to make his gear weigh less and work better. His work on his "Sonic Ear" is most impressive. He can now use it to hear a butterfly flapping it's wings from over a mile away inside an enclosed building. If need be Chatter can use the "Sonic Ear" as an non-aggressive weapon by having it emit a high pitched sound that can drop the biggest and baddest to their knees!

If Chatter has one major drawback it's that he will not shut up! He is always talking. In field or back at base, loud and clear or hushed and whispered, Chatter is constantly chatting.

Chatter started out as Highlander, but I did not like the look of him for Highlander. When I put the Scoop Legs on him I figured he would be a good communications expert.
